Phase I Environmental Assessments
Phase I Environmental Assessments (ESA) are performed on property being considered for purchase or development with respect to recognized environmental conditions, within the scope of the comprehensive environmental response, compensation and liability act (CERCLA), the Clean Water Act (CWA) and petroleum products. Preparations of Environmental site assessments are intended to permit a "user" to satisfy one of the requirements that qualify for the "innocent landowner defense" to CERCLA liability, namely, "all appropriate inquiry into the previous ownership and user of the property consistent with good commercial or customary practice" as defined in 42 USC§9601(35)(B).
WTSI personnel have completed numerous Phase I Environmental Site Assessments on developed and undeveloped property throughout the southern United States. WTSI utilizes the most current standards developed and published by the American Society for Testing and Material (ASTM) or ASTM Standard Practice for Environmental Site Assessments (Designation E 1527-00).
